PUBLISHERS: CHANGES ON THE ACCOUNTS 1, 2 AND 3

By statute, a publisher can only have one account open with Sacem (article 55 of General Regulations).

However, for practical reasons, specific accounts have been created, all attached to the main account, depending on the origin of the works:

  • Publishing account 1: concerns original works declared to Sacem
  • Publishing account 2: concerns works of foreign origin outside the European Union
  • Publishing account 3: concerns works of European Union origin outside France

The rights produced by accounts 1 and 3 feed the basis for calculating the Sacem Mutual Assistance Allowance Scheme (RAES) and are recorded for access to the various social grades.

New operating principle

For several years, Sacem has been using a new database of works and a new system for calculating distribution. This makes it possible to take into account certain distribution constraints, in particular that of the fragmentation of directories in the context of multi-territorial management of Internet licenses.

These technical improvements are gradually being extended to all sectors of exploitation of works and lead to the disappearance of accounts 2 and 3 which are carried over to account 1.

To date, the following sectors have been changed over:

  • Balls: January 2012 (617)
  • Video games: April 2012 (618)
  • Shows: July 2015 (631)
  • Radio: January 2016 (633)
  • Online: July 2016 (635)
  • Sound system: changeover finalised and spread over several distributions from July 2015 (631) to April 2020 (650)
  • Rights from abroad: changeover finalised and spread over several distributions from April 2017 (638) to July 2020 (651)
  • Cinema: January 2018 (641)
  • Private audio copying: October 2019 (648)
  • Centralisation contracts: July 2020 (651)
  • Television (historical channels and cable/satellite/ADSL/DTT channels) : January 2021 (653)
  • Private audiovisual copying: April 2021 (654)

Changes for the last sectors (Work-by-work authorisations, Standard independent producer contract, etc.) have to be scheduled

The publisher region will continue to be indicated on the statement of account in the table "Grand total by publisher region" as well as in the summary of the distribution in the members account. It also appears on a work-by-work basis in the Excel export available in the “My detailed distributions” service and in the distribution files.
