Emergency aid from Sacem

Implemented in March 2020, the emergency measures for authors, composers and publishers remain active and have just been reinforced.

As soon as the crisis began, Sacem acted as a shield for its members by launching a raft of large-scale emergency measures, financed by revenues from private copying levy. As many creators will still be suffering from the "Covid effect" throughout 2021 and 2022, Sacem decided at its General Assembly on 15 June 2021 to reinforce its support, with a vote allocating an additional 3.5 million euros to the emergency fund they benefit from, bringing the total to 13.5 million euros.

Rescue Fund

Sacem's rescue fund offers non-reimbursable emergency aid ranging from 300 euros to 5,000 euros depending on the need. Applications to benefit from this emergency programme remain open until the end of 2021. These specific grants are awarded after examination of the application by the Social Affairs Department and the Comité du Coeur des Sociétaires de la Sacem.

Exceptional royalty advances  

Sacem members can still benefit from the exceptional advance facility, which has been renewed and extended for 2021. Applications for advances are open until December 2021. Advances paid in 2020 will be reimbursed from January 2022, those paid in 2021 will be reimbursed from January 2023, with reimbursements spread over five years.

Aid for projects

Sacem is strengthening its support for creation, with a broadening of the eligibility criteria for certain programmes and personalised support for songwriters in the management of their projects and their career development. About 20 million euros will be available in 2021 for these twenty-nine support programmes.

Strengthening the publishing development programme

3.1 million euros has been added to the publisher support programme. This aid is meant to support publishers during the crisis period and to help them relaunch their businesses.

Sacem/CNC emergency audiovisual fund

Last October, Sacem concluded an agreement with the Centre National du Cinéma (CNC) to create an audiovisual emergency funds for authors and composers who work in motion pictures. This aid, dedicated to authors and composers of original music for a work supported by the CNC, has been extended until 30 June 2021 (applications must be submitted by 14th August 2021). The eligibility criteria have been made more flexible in order to better respond to Sacem members’ situations. This exceptional programme is now targeted to professionals who have experienced a loss of income of at least 40% during the crisis, compared with 50% initially. 

> The CNM "safety net"

This compensation fund, which guarantees authors and composers a minimum revenue during the crisis year, is endowed with 5 million euros by the CNM and 5 million euros by the Ministry of Culture. The CNM is also providing 2 million euros in direct support for musical creation and 7 million euros for publishers.

 


 

"Tous en live": a programme for with cafés, hotels, restaurants and nightclubs

Throughout the crisis, Sacem deployed specific measures (collection exemption for all closed establishments, etc.) to support its music-playing customers. Today, it is supporting them in the recovery with "Tous en live". The aim of this operation is to facilitate the organisation of concerts in cafés, bars, restaurants, hotels, campsites, etc. "Tous en live" will also enable artists to perform locally for new audiences. The amount of this aid will be set at 250 euros per concert and per show. The programme is open until the end of the year for events taking place between 30 June and 30 December 2021.
